U.S. border agent accused of ordering women to show him their breasts

A U.S. Border Patrol agent stationed in New York has been arrested and charged with multiple counts of violating the constitutional rights of four women by ordering them to expose their breasts, under the pretense that it was part of the official border processing procedures.

Shane Millan, 53, was taken into custody on Thursday by federal authorities following an investigation by the U.S. Attorney’s Office for the Northern District of New York. The charges stem from allegations that Millan abused his position of authority to forcefully coerce women into inappropriate acts during their attempts to enter the United States.

According to the indictment, Millan instructed three of the women to undress and expose their bare chests via a web camera while he processed their applications for entry. In a separate incident, a fourth woman was reportedly ordered to display her breasts while keeping her bra on. These incidents allegedly occurred in August 2023.

Prosecutors assert that Millan deceived the women by claiming that showing their breasts was a legitimate part of the entry process. However, it has been revealed that this demand was not part of any authorized procedure but was made solely for Millan’s personal gratification.

The U.S. Attorney’s Office emphasized that the actions Millan is accused of are a grave violation of the victims’ constitutional right to be free from unreasonable searches. “These actions are not only illegal but an egregious abuse of power,” a spokesperson for the office said.

Millan was arraigned before a federal magistrate judge in Syracuse on Thursday and was released pending trial. The case is now moving forward as federal prosecutors seek to hold Millan accountable for his alleged misconduct.
